Project
Digital Citizenship and Public Governance: teacher education and a digital solution for understanding data and artificial intelligence in public education
How can teachers in publicly funded schools be supported in understanding and critically discussing public data and artificial intelligence in their teaching practice?
The project starts from the gap between the expansion of public and educational processes mediated by data and artificial intelligence and the conditions for training and critical understanding available to teachers.
With teachers from the municipal school system and with the mediation of undergraduate students, the project develops, delivers and refines a situated teacher education initiative on digital citizenship, public data and AI, supported by an accessible digital solution built in a participatory way. The teachers do not receive a ready-made resource: they identify needs, validate content, use versions of the solution and evaluate the process.

Method
Co-design cycles with the teachers: (1) listening sessions on situations in which data and AI appear in teaching practice; (2) curation and translation of content into plain language, tested with the teachers; (3) incremental prototyping of an accessible, low-cost resource, such as an interactive guide or an online learning pathway; (4) training sessions with guided use of the solution in everyday school situations, such as reading an educational indicator or using generative AI to plan lessons; (5) systematisation and feedback to the teachers and to the municipal education department (secretaria). A demand-decision-change matrix records which changes to the solution came from the teachers' contributions.
Outputs and results
Greater critical understanding, among the participating teachers, of public data, digital governance and AI; an accessible digital solution, usable by the school system as a continuing professional development resource; a documented process of interaction between the university, the teachers and the education department; and outreach training for the students. The evaluation distinguishes understanding demonstrated in problem situations from perceived understanding.
